Mr. Fernald Swearingen is the CEO of ICC with over 35+ years of experience in the energy industry. He has 25 years of management experience with Southern California Edison and a diverse background in electric utility industry. He worked as Journeyman Lineman and Electrical Foreman early in his career and progressed to Senior Management positions with responsibilities in logistics, regulatory compliance, maintenance, and safety.
Fernald is a proven leader with 35+ years' experience in the utility industry. Experienced in leading teams in the areas of policy, regulatory, strategy, design, construction, and project management teams in delivering results and solutions that benefit both the utility and the customer.
During his career, he amassed extensive experience in managing high profile assignments and clients. One of the more challenging responsibilities was leading the department that managed design, project management, permitting, and scheduling for the annual $200 million Residential New Business infrastructure installations. As a result of Mr. Swearingen’s work management, customer lead times were reduced, design accuracy improved, and customer satisfaction increased.
Mr. Swearingen earned his BS degree in Psychology from Excelsior College and earned his certification in Project Management from the University of California Irvine.
Reginald Henry

Reginald earned his BA/BS degrees in Business Management/Economics, from California Lutheran University in Thousand Oaks, California. Shortly after graduation, Southern California Edison (SCE) hired him in their Marketing/Public Relations organization. During this assignment, Reginald became a member of the Corporate Speaker Task Force, addressing topics like Prop. 15 Nuclear Initiative, Load Management/Conservation Strategies, Rate Deregulation, and adoption of New Alternative Generation Options (Solar, Wind, Gas Turbines).
Mr. Henry was then selected to participate in Edison’s, Executive Management Development Program. Upon his completion, he was assigned managerial positions spanning a 15 year period. He gained managerial experience in Distribution Planning/Design, O&M Budget Management, District Customer Service Mgr., Rate Design, Corporate Auditor, General Rate Case Development, Power Trading/Design and Alternative Energy Off Grid Strategies.
After years of working for SCE, Reginald recognized his desire to exercise his entrepreneurial visions. He left SCE, and went on to Co-Found AMDAX ( American Direct Access Exchange) in San Diego, CA. AMDAX was nationally recognized. as one of the first internet based Energy Trading Platforms. Using historical customer load profiles, AMDAX combined large power blocks ( kwh, kw, kvar ), and algorithms sharing same SIC ( Standard Industrial Code ). California was one of the first states to embrace free market Energy Deregulation, however, it was also first to kill private market trading under Gov. Grey Davis leadership.
Reginald recognized when one door closes another door opens. He joined a New York private hedge fund as a project facilitator. Over the next several years, he managed infrastructure projects in Nigeria, Angola, Brazil, Italy, Columbia, Belize, Mexico and US Southwestern States.
Mr. Henry has brought his extensive managerial and entrepreneurial experience to Innovative Consulting Concepts, where he now serves as the Chief Operation Officer.
